Instructions: This essay application will help UEN determine which technologies best suit your distance learning needs. Please answer the following questions as completely as possible. Your responses to these questions will be used to evaluate the level of your institution’s needs and the willingness of your organization to support distance learning at your institution.

Section I
Needs – Plan and Strategy for Use Based upon Identified Needs

  • 1. Identify your specific needs for distance learning. Identify the distance learning audience at your institution or in your area. How many people plan to enroll or participate in distance learning courses or activities and how was this number determined? What are the reasons for enrollment? What programs or courses currently offered via distance learning will meet this audience’s needs? If you can identify them, what technologies are used to deliver these courses or programs?
  • 2. How were these needs determined? Answers might include needs assessments or other instruments, request from parents or students, administrative mandate, SEOP’s, required faculty/staff training or other.
  • 3. What is the basis for your desire to use technology-delivered distance learning to meet these needs? Answers might include limited educational opportunities, limited access to educational resources, No Child Left Behind mandates, faculty size, limited course offerings, etc.
  • 4. Identify your community’s need for distance learning services. Discuss community needs and possible collaborations. Do you have many adult learners? Do you have a community center or a library where distance learning situations could be accommodated?

Section II
Preparedness – Plan and Strategy for Staff, Administration, Facilities and Budget Support

Describe what preparations your school/site has made or will make to support distance learning within your district, facility, or region. Address the following:

  • 1. Personnel. Who will be your Site Administrator over Technology Delivered Instruction? Your Counselor coordinating enrollments? Site Coordinator? Site Facilitators? How will they be funded?
  • 2. Site Coordinator. UEN IVC runs courses and meetings from 5 AM to 11:30 PM and sometimes on weekends. Who will coordinate the local scheduling and make sure all events have the required local support?
  • 3. Physical Facilities. Where will you locate facilities for technology-delivered instruction? How will you fund the required facilities changes?
  • 4. Partners. What partners have you identified and what roles will they play in supporting your distance education plans? Explain district preparedness and technology plans. Include recommendation from identified distance learning coordinator explaining how this installation fits into the district regional plan.

Section III
Funding – Implementation and Ongoing Budget Support

  • 1. Funding. How will you provide start up and on-going funding for personnel, materials, maintenance, upgrades and program development, and E-Rate funding eligibility?
  • 2. Timing. How soon can you have funding in place and facilities prepared? Describe your plans for physical facilities to support technology delivered education.
  • 3. Beginning Programming. When do you anticipate programming to begin?
